Reason Reserve / Aruait Innovation Project Overview
The project provides foundations for a future in which government information systems, businesses, and individuals can use AI agents securely, transparently, and in compliance with Estonian legal system.
Aruait lays the groundwork for the next generation of digital government: an agentic government.
Today, people interact with public services themselves: they fill applications, navigate between online portals, and manage information. In the future, these tasks will increasingly be carried out by AI assistants and agents acting on behalf of citizens, handling interactions automatically in the background.
While today's information systems can exchange data, they are not yet capable of securely:
- delegating tasks;
- granting and managing authorisations;
- conducting trusted machine-to-machine interactions;
- performing legally binding actions on behalf of users.
At the same time, the world is rapidly moving towards an era of autonomous AI agents.
Without a sovereign trust and governance layer, there is a risk that future public services will become dependent on foreign proprietary solutions or evolve into fragmented, disconnected systems.
For people
In the future, people will be able to authorise their AI agents to interact with public services on their behalf, for example, to apply for permits, submit documents, or communicate with government registers.
For businesses
Business software will be able to interact with government systems automatically and in real time, reducing administrative burden and improve efficiency.
For government
Reason Reserve // Aruait will help the public sector deliver better services more effictively, supporting Estonia's competitiveness at a time when the working-age population is shrinking.
The project will deliver the following key outcomes:
Identity 2.0 Framework for Machines – We will develop a technical framework and legal proposals that enable citizens and businesses to grant AI agents limited, auditable, and revocable authority to act on their behalf.
Public AI Assistant Trust Registry – We will establish a central Trust Registry, operated by RIA, to validate and verify public- and private-sector AI agents.
Interoperability and Standards – We will develop technical standards that enable AI agent to communicate securely, negotiate, and complete tasks together, not just exchange data.
Pilot Implementation – We will develop at least one fully automated end-to-end service in which a public-sector AI agent interacts with a private-sector or citizen-representing AI agent without human intervention.
