The Eesti app has been created to provide users with convenient and easy access to government services via their smart devices, regardless of location or time. Through the Eesti app, citizens can conveniently use both the new and the most popular e-service blocks of the state portal eesti.ee, such as:
- receive national hazard alerts,
- see information about themselves and their minor children,
- inform the local authority about problems,
- view and sort prescriptions,
- check the map layers of the Land Board,
- receive national mailbox notifications,
- use the data tracker.

Identity verification can be performed via the Eesti app by comparing a person with the data from their identification document (ID card or passport). Verification is carried out exclusively using a QR code.
This provides a secure method that allows the service provider to verify a customer’s identity data using a temporary QR code.

What has changed?
The new convenient digital solution is an additional option for quick and secure verification of identity directly on one’s phone.
Identity verification via the Eesti app is voluntary for both service providers and users. The solution can be used if the service provider permits it.
You should also carry a physical document with you. The Eesti app does not show the document or create a new document type, but securely presents the details of an existing valid ID card or passport via the national mobile application.
How does it work?
In order to use the Eesti app as proof of identity, download the app from an app store and log into the Eesti app.
In the Eesti app, the user can present their identity document (ID card or passport). The user can log into the Eesti app by using Mobile-ID, Smart-ID, or EU eID.
All data inquiries are executed securely via the X-Road data exchange platform, which is an integral part of the Estonian e-state.
Verification of identity via a QR code is the only method that allows the service provider to confirm a customer’s identity by comparing the person in a physical setting with the document photo and other personal data accessed through a temporary QR code.
How does it work?
- The user opens their document in the app and taps the button “Display ID code”.
- A unique QR code is then displayed on the user’s device. The code is valid for 3 minutes and can only be read using the Eesti app.
- The service provider also logs into the Eesti app.
- They open the document view in the app and tap “Scan the document”.
- Using the in-app camera, the service provider scans the user’s QR code.
- The verified person’s data is then displayed on the screen for 30 seconds.
- The service provider confirms the customer’s identity by comparing the data retrieved from the temporary QR code with the person in front of them.
This solution is suitable for situations where it is necessary to verify age or identity, as well as when the service provider needs to ensure that the presented personal data belongs to the person presenting it.

Identity verification does not take place during this process. Scanning the barcode is equivalent to verbally providing a personal identification code, meaning that while the service provider receives the user’s personal identification code, its accuracy and the user’s identity cannot be verified.
How does it work?
- The user opens their document in the app, where the barcode is displayed.
- The service provider scans the barcode in the same way as they would from a physical document.
- The user’s personal identification code is read from the barcode into the service provider’s system.
- If there is a need to view the user’s document photo, the user can tap “Open photo” on the screen. Displaying the photo does not constitute identity verification.
This solution is suitable in cases where the service provider has a barcode scanner and the user wishes to present their ID card as a customer card, meaning that the service provider only needs to see the personal identification code, not verify the user’s identity.

How does it work?
- The user opens their document in the app and shows the data displayed on the screen to the service provider.
- The service provider can view the user’s age or other necessary information directly from the screen, such as the personal identification code, year of birth, or document photo.
- If it is necessary to see the user’s document photo, the user can tap the “Open photo” button on the screen.
This solution is suitable in situations where the service provider only needs to view or note down document data, rather than verify it.

The hazard alert feature in the Eesti app
Hazard alerts or threat alerts are important messages issued by the government to inform the public of emergency situations. The Eesti app displays hazard alerts on the user’s phone, allowing them to access information quickly and conveniently.
These alerts are region-specific. Users can choose which region they wish to receive notifications for.
The Eesti app does not detect the user’s location. Hazard alerts are issued based on the regions selected by the user.
When you download the app and have gone through the introductory screens, the app will ask if you allow push notifications.
If you agree, there are two options: ‘Log in’ or ‘Continue as a guest’
In both cases, once you have accessed the app, please proceed as follows:
- The gear icon (bottom right) → Settings → Hazard alert settings→ ‘I wish to receive notifications’ must be switched on.
- Regions can be selected according to the user’s preferences. This means that notifications will be sent out for the selected regions.
- The default region selection is ‘All counties’, which means that the user receives notifications all of Estonia.
- If the user does not wish to receive notifications for all of Estonia, they can select the relevant regions to receive information only about specific areas.
Once these steps have been completed, you should proceed to the device’s notification settings.

Android devices
Settings may vary across different Android devices. The example below is based on a Samsung phone.
To receive hazard alerts via the Eesti app, check your phone settings:
- Notifications for the Eesti app must be enabled in your phone settings: Settings → Notifications → App notifications → Eesti äpp.
- To receive push notifications, the following must be enabled: Settings → Notifications → Allow notifications.
- To receive a sound alert, you need to enable ‘Notification sound’. Users can set a sound of their choice for notifications from the Eesti app.
- The phone must be connected to the internet.
- The phone must not be in flight mode or in ‘Do Not Disturb’ mode. Similarly, no other modes that block the display of notifications should be enabled.
- In addition, at least the following have been selected: Alerts: ‘Lock screen’ and ‘Banners’
- The Eesti app needs to be updated. If a message appears when you open the app stating that an update is required, you will need to update the Eesti app.
iOS devices
- In your phone settings, notifications for the Eesti app must be enabled: Settings → Notifications → Notification Style → Eesti äpp → Allow Notifications.
- It is also advisable to select ‘Alerts’: ‘Lock Screen’, ‘Notification Centre’, and ‘Banner’.
- To receive sound notifications, you need to enable ‘Sounds’. To change the sound, the user must go to Settings → Sound & Haptics → ‘Default alert’.
- The phone must be connected to the internet.
- The phone must not be in flight mode or in ‘Do Not Disturb’ mode. Similarly, no other modes that block the display of notifications should be enabled.
- The Eesti app needs to be updated. If a message appears when you open the app stating that an update is required, you will need to update the Eesti app.
