The national mailbox functions in two parts:
- Authorities can compose and send notifications via the mailbox.
- End users receive notifications in their national mailbox, where they can read them and configure how they wish to receive notifications.
Each person who has an Estonian personal identification code and every company that has an Estonian commercial registry code has their own national mailbox and email address: [email protected] or [email protected]. This address is intended as a communication channel for authorities to communicate with citizens or businesses to convey national notifications and important information. Only state authorities that have signed a contract with RIA can send emails to this address.
To ensure that notifications from the national mailbox are delivered, everyone must check:
- whether the email has been redirected to the correct personal email address,
- whether their phone number has been submitted, as some institutions also send important notifications via text message.
Currently, the mailbox can be accessed via the eesti.ee state portal and the Eesti app, but in the future, we plan to use it in all self-service systems of the state. This is to ensure that no notification, obligation, or opportunity is ever overlooked and that the end user can always access it from a convenient location.
The following notifications are currently sent via the national mailbox: notifications of prescriptions by a doctor, tax notifications by Tax and Customs Board, speed camera fines, reminders about expiring documents (e.g. passport, ID card, etc.), invitations to cancer screenings, call-ups for conscription or training assemblies, election information sheets, notifications related to sick leave certificates (both to individuals and employers), commercial register notifications to entrepreneurs, etc.
The Estonian Information System Authority is the manager of the national mailbox, and the national mailbox is owned by the Ministry of Justice and Digital Affairs.
Aims
The purpose of the national mailbox is to enhance the reputation and credibility of e-government. We offer recipients of notifications a reliable and secure place to find all national emails and notifications. We consolidate notifications in one place, providing a convenient and clear overview of topics related to the state and helping you stay up to date with important information and obligations. Users only need to submit their contact details once.
The mailbox helps reduce government costs, as a nationwide notification solution saves on the development and administration costs of data exchange platforms and services. We offer service owners a centralised and unified system that improves the quality of contact information, allows notifications to be sent from all environments, consolidates all notifications and business rules into a single administrative environment, provides an overview of delivery results, and improves delivery success rates.
To the recipient of the notification
The national mailbox allows you to easily, smoothly, and conveniently receive various official notifications from the state. Users do not need to worry about missing any important notifications – all notifications are delivered reliably.
Users can personalise, i.e. change, the type of notifications they wish to receive and how they wish to receive them.
It is possible to configure:
- what notifications the user wishes to receive,
- how or through which channel they will receive them (e.g. email, SMS, national notification),
- in the case of companies, which employees (e.g. management, accountant, or general mail) receive different types of notifications.
Although some notifications are not yet fully customisable, flexibility is gradually being added.
To government agencies and other senders
The aim of the national mailbox is to create the most capable delivery system possible for public authorities, which would be able to replace all the various fragmented systems within the country and offer additional capabilities. The administrative interface system of the national mailbox allows you to create notification templates and business rules and conveniently send notifications to citizens.
In addition, the administrative interface also offers comprehensive options for configuring message delivery and a powerful system for analysing logs. The administration interface can be easily integrated into existing systems using X-tee services, so that it can be part of an automatic transmission or analysis system, for example.
Essentially, the logic behind the administration interface of the national mailbox is largely based on the private sector service model, i.e. it is structured like a modern SaaS (software as a service), offering institutions:
- low administrative costs,
- easy implementation,
- automatic updates.
The national mailbox consists of three parts:
- User interface for viewing national notifications and changing notification settings on the eesti.ee state portal.
- A central management system that centrally mediates message-related information and sends emails and text messages.
- An administration interface that allows the sender to compose and configure various messages.
Both the user interface created for viewing national notifications and the administration interface can be used either on the RIA infrastructure or installed on the infrastructure and self-service portal of your organisation. This allows interfaced institutions to abandon their own notification systems for both sending and displaying notifications.
Communication between different services takes place via X-tee.
Usage statistics of the national mailbox in 2025
- 11.2 million national notifications were sent to [email protected] and [email protected].
- 5 million SMS notifications were sent through the national mailbox.
