The life of a person or a company is made up of various events, such as getting married or starting a company. Often, such events are accompanied by certain obligations and/or needs for public services. As there are many institutions providing a lot of services, it can be a complex system for people to navigate. Proactive government services address this issue by bringing together different activities related to a single life or business event into one service for the person.
A proactive government service is therefore a direct public service, usually provided jointly by several institutions, so that a person can conveniently fulfil all the obligations and exercise all the rights they acquire as a result of a single life or business event through a single national channel. The complexity of the functioning of the state (e.g. cooperation between different agencies and levels) remains invisible to the recipient of the service.
An overview of proactive government services is available on the state portal eesti.ee. The state portal provides a platform for proactive government services, enabling various services and related activities to be presented to users in a logical and clear manner.
The creation of proactive government services is based on cooperation between institutions. In most cases, it is managed by a single institution – the service owner, which coordinates activities with the institutions providing services in the framework of the life or business event and RIA as the administrator of the state portal. When creating a proactive government service and making the service available, the service owner can refer to the ‘Guidelines for creating proactive government services’.

Proactive government services for citizens or services for life events
Proactive government services are centred around the life events of a person. The purpose of the services is to ensure that individuals fulfil all their obligations and exercise all their rights associated with their life events. By bringing together all the public services related to a life event into a single service, the service gives people a clear overview of the necessary steps they need to take, conveniently and easily accessible in one place – the state portal eesti.ee.
Life events of a citizen include, for example, getting married, birth of a child, retirement, getting divorced, etc. In addition to the necessary steps associated with a life event, a person can also see personal data about the different stages of activities for a number of services. For example, in the ‘Getting married’ service, users who have logged into the state portal are shown which steps they have already completed in the process of getting married and which steps still lie ahead.If they plan to change their surname upon marriage, the system will also display the current status of their application for an identity document with the new name – but only if they have given their consent to this being monitored via the state portal.
In addition to the marriage service, personalised event services are also available for divorce, military service, the death of a loved one, and settling in Estonia. People may only use personalised services after giving their consent.
Event services are constantly evolving, which means that new services are being created and existing ones are being improved on a regular basis. The aim is to provide companies with an overview of the opportunities offered by the public sector and the associated obligations, by bringing together the necessary information in a simple and convenient manner on the state portal eesti.ee.

The service brings together all the necessary information in one place and allows entrepreneurs to quickly find suitable solutions, get acquainted with important information, and start the application process.

Finding this information is time-consuming, and businesses are informed of these obligations in different ways. Therefore, proactive government services for commercial undertakings provide entrepreneurs with a clear overview of the fixed-term liabilities set by the public sector, including information on important obligations related to a specific company.

The purpose of the service is to provide entrepreneurs with an overview of the obligations related to activity licences and notices of economic activities applicable to their areas of activity on the state portal. In addition, the service provides an overview of the current status of activity licences and notices of economic activities of the company in the registers of institutions.
The service allows entrepreneurs to obtain an overview of the areas of activity that are subject to requirements for applying for an activity licence or submitting a notice of economic activity. In addition, it is possible to obtain information about the activities and additional documents required for applying for an activity licence or submitting a notice of economic activity. The service allows you to start the process of applying for an activity licence or submitting a notice of economic activities, view the list of activity licences issued to the company or submitted notices of economic activities, and, if necessary, start changing data of the activity licence or notice of economic activity, suspend or terminate the activity.
The service enables entrepreneurs to find reliable information about employee-related operations throughout the life cycle of a company in the eesti.ee environment intended for entrepreneurs. References to self-service environments where the required services can be used are also included.
The service provides businesses with comprehensive and structured overview of information about employee-related activities and services offered by institutions, both in the unauthenticated and authenticated views of eesti.ee. This will reduce the time entrepreneurs spend searching for information and service environments related to their activities.
The service provides an overview of the opportunities for launching exports and increasing export volumes.
Information is available on export target markets, establishing contacts, consultation on exports, financial solutions, as well as regulations.

The service helps representatives of companies and institutions manage access authorisations in one central location. The information system enables the management of authorisations that grant access to various public authorities and customer service environments.
